In late‐January 2009, the California High‐Speed Rail Authority (Authority) held public scoping meetings along the Caltrain corridor in San Francisco, San Mateo and Santa Clara counties for the San Francisco to San Jose High‐Speed Train (HST) Project Environmental Impact Report/Environmental Impact Statement (EIR/EIS) process. Public and agency comments provided at those meetings and in other written correspondence received before April 6th, 2009 were included in the draft scoping report, which was completed and published as a draft document in June 2009. Based on the input from the scoping process and previous studies the Authority is developing design alternatives for the Caltrain corridor that will serve both existing Caltrain and future high‐speed train service.

 After years of planning, the Transbay Transit Center/Downtown Extension is nearing shovel-ready status. However, California High Speed Rail Authority (CHSRA) is attempting to kill this project with a bogus idea of a having a downtown station on Main and Beale Street.&lt;br /&gt;
&lt;br /&gt;
Transbay Transit Center opponents are claiming that the Transbay Joint Powers Authority (TJPA) needs to restudy their alternative as a part of the environmental clearance process. If their claim holds true, it would make the Transbay Transit Center project no longer eligible for the $400 million in Stimulus funds. If the project receives that fund as planned, construction would start within months.

 <description>At the JPB meeting on September 3, 2009, Caltrain has proclaimed September Rail Safety Month. Caltrain is continuing its effort to raise awareness on rail safety through education, enforcement and engineering.  &lt;br /&gt;

&lt;strong&gt;Rail Safety tips:  &lt;/strong&gt;&lt;br /&gt;
&lt;ul&gt;
    &lt;li&gt;  Only cross Caltrain tracks at designated crossings.  &lt;/li&gt;
    &lt;li&gt;  If you are on foot and not using a designated crossing &amp;ndash; marked by a sign or gate &amp;ndash; you are trespassing and are subject to a citation and fine.  &lt;/li&gt;
    &lt;li&gt;  At the moment when the red light flashes and the crossing gate starts to come down, do not ignore the signal and cross the tracks. You are subject to a citation and fine. &lt;/li&gt;
    &lt;li&gt;  If you see children playing on the tracks or people hanging out along the rail right of way. Call Transit Police at 1.877.723.7245 to report dangerous situations.&lt;/li&gt;
    &lt;li&gt; When waiting at a station, be aware that approaching trains may not be stopping at the station and can pass near you at 79 miles per hour. Stay behind the yellow line.  &lt;/li&gt;
    &lt;li&gt;Trains cannot come to a stop quickly.&lt;/li&gt;

 On June 11, The Transbay Joint Powers Authority voted unanimously to direct the architects to prepare plans for the train box as part of Phase 1 of the &lt;a href=&quot;http://www.bayrailalliance.org/caltrain_dtx&quot;&gt;Transbay Transit Center&lt;/a&gt; project. The Phase 1 of the project includes the removal of the current terminal and the construction of a new terminal on the current site.&lt;br /&gt;

Prior to this proposal, TJPA planned to build the train box after the above-ground bus terminal is completed, largely due to funding constraints. However, the recent passage of the Prop 1A High Speed Rail bond and the American Recovery and Reinvestment Act provided new funding opportunities to move this critical project forward.

&lt;p&gt;Caltrain is facing a projected $10.1 million deficit for Fiscal Year 2010. One-time funding sources that have been used to bridge deficits for the last seven years are largely depleted. Another key funding source, State Transit Assistance, has been eliminated for the next few years. This puts an additional strain on Caltrain&amp;rsquo;s partners &amp;ndash; the City and County of San Francisco, San Mateo County Transit District and the Santa Clara Valley Transportation Authority &amp;ndash; who each rely on STA funds for their transit operations. &lt;/p&gt;

 On May 7, the Caltrain JPB scheduled two public hearings on possible fare and service changes as well as to declare a fiscal emergency. Caltrain is facing a projected $10.1 million deficit for the next fiscal year which starts this July.&lt;br /&gt;
&lt;br /&gt;
Over the years, the introduction of Baby Bullet service and other one-time measures managed to get Caltrain through several years of structural deficits, but it appears they&#039;ve run out of one-time measures. However, raising fares and/or cutting service would be a dire hit to the positive momentum of the last several years.&lt;br /&gt;
&lt;br /&gt;
BayRail Alliance believes that major changes are needed to address the structural deficits. Without major changes, Caltrain&#039;s plan to cut service and raise fares could be the beginning of a downward spiral.
